The Yorkshire giants are set to complete the signing of the England Under-18 international, who knocked back the offer of a professional contract from West Ham to leave the club.
However, due to Perkins’ age, if there is no agreement over a fee in place, a tribunal will set the amount that Leeds will need to pay West Ham.
The Elland Road club are keen to avoid that and are holding talks with West Ham in a bid to find common ground.
Leeds want an agreement with West Ham for the midfielder which will avoid the matter going to a tribunal.
West Ham have been stung by Perkins’ departure, viewing the player as one of the most talented players within their academy set-up.
The 18-year-old is tipped to slot into Leeds Under-23s, but will be looking to quickly impress Jesse Marsch and move up into the first team.
Leeds have regularly blooded young players in recent seasons, but the manager responsible, Marcelo Bielsa, has now been replaced by Marsch.
