Celina was on loan with Ipswich last season and the Blues wanted him back this summer after his impressive displays at Portman Road.
They were not the only English side interested though as Stoke were also keen to bring Celina back to English football.
However, it now looks that neither of them will be able to rely on the Kosovo star next season and he will instead ply his trade in Turkey.
Celina is close to moving to Turkish top flight side Kasimpasa ahead of next season as he exits Dijon, where he had a contract until 2024.
The midfielder and his representative are presently in Istanbul as they try to close out the transfer to Kasimpasa.
Celina had expressed his willingness to play for Ipswich again but the negotiations with Dijon did not go as intended.
Now they have backed out and, along with Stoke, they have missed out on the midfielder who is now on the verge of becoming a Kasimpasa player.
